Breaking with congressional leadership in his own party, President Donald Trump endorsed a Harvey relief funding plan put forth by congressional Democrats that would tie Harvey relief funding to a relatively meager debt ceiling increase.
The decision was one of the most fascinating and mysterious moves he's made with Congress during eight months in office.
Apparently this source, or perhaps Welker herself, is predicting that this month of September will see a battle erupt between President Trump's base and the Republican party. Before taking off, the President quickly spoke to reporters, and professed himself very pleased with the outcome. "He was sick of this fight". He told reporters that Senator Mitch McConnell, the majority leader, had chose to attach the debt limit increase to the Harvey measure.
Trump on Tuesday also gave a Congress six months to pass legislation to decide the fate of the 800,000 so-called Dreamers after rescinding a five-year-old program that had protected them from deportation.
A Democratic strategist said Mr. Schumer went into the meeting with the president convinced Democrats would have more "leverage" in other pending legislative battles if they obtained a short-term extension on the debt limit through December 15.

"If Congress appropriates the money, but I don't have the ability to borrow more money and pay for it, we're not going to be able to get that money to the state", Mr. Mnuchin said.
Conservatives who oppose a debt-ceiling increase without spending concessions will celebrate that they get another crack at this in December, but the joke's on them. And Pelosi, with 193 other Democrats behind her, may be needed to ride to the rescue.
